Past, present and possible future set-up of U. S. dealings with Japan, with an able comparison of the two countries, their respective aims and purposes. He recognizes the dubious value of the information we have on Japan's strength and urges vigilance and preparedness. In retrospect it seems slightly too optimistic in tone, with the gesture towards ""every honorable opportunity to avoid hostilities"".
