The growing enthusiasm for Clarence Streit's Union Now indicates that the world is seeking for some plan towards which today's catastrophe can turn, something to insure against future repetition of the same. The author is a consultant of the British organization, the Federal Union, but this book, while an outgrowth of his interest in the subject, is not an organization program. The plan is presented as his own outline for peace; he includes an actual constitution for a Federation of 13 countries of Europe, with office of President, Council of Ministers, a Federal Legislature, a Supreme Court, with the general functions and limitations of each. The concepts are too broad, too utopian, to provide the average layman with anything concrete to chew upon, but it may well prove a springboard for discussion.
