THE ARMED FORCES OF THE PACIFIC: The Military and Naval Power of the U. S. and Japan

Past, present and possible future set-up of U.S. dealings with Japan, by a former director of the Naval Intelligence, and liaison officer with the Japanese navy in 1917. He compares the government and military organization of the two countries, their respective aims and purposes in the Far East. He analyzes the two navies, strategy and tactics from the point of view of possible engagement, recognizing the dubious value of the information we have on the Japanese strength. It seems more optimistic in tone than other material along these lines, and the author urges vigilance and preparedness, but does not limit the inevitability of war and wants ""every honorable opportunity given Japan to avoid hostilities"".
