LINCOLN AND THE WAR GOVERNORS

A politico-historical study with considerable, deliberate detail and documentation, this traces the transformation of a federal union into a new nation in the conflict between Lincoln and the war governors, a conflict which was resolved at the expense of states' rights. Surveying the political stand of the various regions, this goes on to the Convention in Chicago where Lincoln won over Seward, the election of 1860 which hinged largely on state campaigns. The war- and the attitudes and activities of the governors in raising troops, the dissension between parties and within the party, the election of 1862 which proved that the governors had lost the power to control their states, the national attempts at conscription in 1863, and finally the election of 1864 which proved decisively that Lincoln had won out over the governors who were now dependent on him as head of the Party...
