This is an impassioned -- and well sustained -- plea for aggressive action, for arming towards attack and not defence. Step by step he proves how conclusively Germany has counted on the pacific trends of the last twenty years, on the will not to fight which defeated France and betrayed the small countries. His chief contribution, however, lies in his plan for the unification of the Americas, and the investment of North American capital in the industrialization of South America as the best contribution towards a world independent of Nazi Germany that can be made.
