There is nothing more difficult to describe clearly than the interplay of power between the three main branches of the Federal government and the various agencies and committees that have grown up around them. Mr. Paradis, who has written well for younger readers about business and labor, uses his time-tried technique on the government. For every stretch of information, he has a quotable story to tell about the history and the people who have been involved. There are not a great many general trade books that support history in civics courses. Those that do are seldom written with any verve. This is readable and brief information.
