Never considered perfect, even by those who planned it, to continue as a working document, it must be made elastic and flexible to change with changing conditions. Among suggestions are those concerning the relations of the President and Congress, terms of office, foreign affairs, -- sometimes concrete guides but generally the pointing out of the needed improvements.
