Subtitled ""The Politics of Neutralization,"" this book is at least as explanatory as any yet on the subject--which has been in and out of the newspaper headlines every few months for the past several years. Mr. Dommen sketches in the more distant background succinctly yet with sufficient clarity, then proceeds step by step to describe what has been happening there since the French went out and we, rather reluctantly, went in. So far it has been a ""conflict without victory"" and it is very likely to remain so indefinitely unless some major changes take place elsewhere, for instance Washington or Peking. ""The Kingdom of a Million Elephants"" is also the kingdom of at least that many ambiguous and seemingly insoluble difficulties. The author has explained quite a few of them and provided some sound perspective.
