He takes the reader behind the scenes, afloat with the navy, on police duty, on army duty ashore; he discusses the equipment, the requirements for personnel, the training; he gives some idea of the history, the influence on the Latin-American policy. The balance of emphasis is on the past, but he brings it up to date, briefly, with some discussion of the effect of the present situation, and the new developments, very hazily (deliberately) suggested, with an imagined picture.
