The Monroe Doctrine is in the news again. The ""good neighbor"" policy, Congress' statement about colonial possessions changing hands at this time, and the recurrent charge that intervention in European affairs is contrary to the Monroe Doctrine -- all provide good reason for a comprehensive history of the Monroe Doctrine. This is an excellent historical survey, not only of the Monroe Doctrine, but of the whole range of American diplomacy as it grew out of the Doctrine. It has been more important in the breach than in the observance -- and the story is good drama, good history, good current background.
