Ball, who has seen Social Security grow from a small bureau to a vast institution affecting the lives of all Americans; Richard McArdle, chief of the U.S. Forest Service. Their biographers are drawn from writers, editors, reporters, science writers, and foreign correspondents. There is a postscript which lists the qualifications for opportunities in federal service.
