Rocksburg, Penn., Chief of Police Mario Balzic has his hands full with the near-fatal stabbing of Fat Manny Manditti, a numbers runner until he was canned for making book on the side. Manny's garbageman brother Tullio then does a Louisville Slugger number on someone . . . the wife of a local mobster is about to rat to the D.A. . . . and somehow all of this has something to do with a rigged church lottery. Muddled and lightweight as in Balzilch.
