Tommy, an orphan,is bewildered by his insecure role as a foster child. Living in a rough neighborhood, he joins in the midget football games in the only spirit he has ever known--kill or be killed. His gradual understanding that there are more sportsmanlike ways to play runs parallel with his increasing desire to be an adopted rather than a foster child.
