Sure that the thorny shrub in the vacant lot must be a rose, Wanda cleans up the junk around it, attracting the attention of various adults who pitch in to help -- though each expresses doubt that the bare bush is a rose. After a month, even Wanda knows it's not; still, undaunted, she sends invitations for a party in its honor. For the big day, Wanda ties paper roses to the bush; but the lot becomes a real rose garden when each guest brings a blooming rose bush (except the school librarian, who brings muffins) and they all work together to plant them. A predictable but pleasant story, with lively dialogue and cheerful illustrations.
