His shell having been stolen while he was taking a bath, Tuttle the turtle is being carted around naked in a pumpkin shell by his friends who agree that someone named Louis must be responsible. Louis turns out to be an antisimpatico looking rat who finds the turtle shell very becoming and has to be tricked into giving it back. Unshelled turtles are never very amusing and Louis is a downright unappealing prankster. Murdocca does have a few good animal jokes but they're not really worth the considerable trouble it takes to assemble the whole cast. Pokey.
