Moments of brilliance and wonder amid the generally disappointing.
With a glance back at the essays in On Photography (1977), the eminent intellectual, critic, and writer cobbles together a defense of war photography—with a result that’s as much maunder as miracle.
The slightly superior, ever-unflappable tone will be familiar here to Sontag readers, as will be the wonderful aperçus that come along in a kind of pearls-on-a-string parade—“All memory is individual, unreproducible—it dies with each person,” for example, or “To remember is, more and more, not to recall a story but to be able to call up a picture,” or “Narratives can make us understand. Photographs do something else: they haunt us.” Familiar, too, is the Sontagian pleasure of watching a mind roam through fields of history and reading—as the thinker touches down one moment in Plato, at another in Leonardo or Edmund Burke, all the while keeping up knowledgeably detailed references to politics and conflict from the Crimean war up to Somalia and Bosnia. And yet, for all its author’s capabilities, the essay remains only imperfectly satisfying. From Matthew Brady to now, photos of death and war have raised the question of whether prurience or sympathy is raised in the viewer of such images, degradation and moral numbing on the one hand or any kind of useful understanding on the other. Sontag reviews and explores this old question, and her answer, though without doubt the right one—“Let the atrocious images haunt us”—leads her to unexpected banalities (“There is simply too much injustice in the world”) and an unfocused ending that all but randomly touches on great matters—whether the mass media create passivity, for example—and just as inexplicably glances away from them (“But it’s probably not true that people are responding less”), leaving the greatest question—whether there is any “way to guarantee contemplative . . . space for anything now”—nudged at only lightly, and left to slumber on.

Humorist and chronicler Frazier (Coyote v. Acme, 1996, etc.) returns to Indian country for an astute, personal, and disarmingly frank assessment of life and conflict among the Oglala Sioux on South Dakota’s Pine Ridge Reservation. Reintroducing a figure from Great Plains (1989)—Le War Lance, with whom the author has been friends for 20 years—Frazier explores his own affinity for the Sioux by relating the curious twists and turns of their friendship. A raconteur of the first rank as well as an alcoholic, Le has roamed from Hollywood to upper Manhattan, but is finally back home on the rez. Since Frazier’s own wanderlust has brought him and his family to Missoula, Montana, he often goes to visit Le. Over time, Le introduces his brother and sisters, uncle and aunt, even the graves of his parents and other brothers, endlessly spinning wild yarns that Frazier reproduces without judgment. Elements of tragedy (the girlfriend of Le’s brother is killed by a drunk driver) mingle with near-misses (a hose breaks at the distributor, enveloping the family in a cloud of propane gas), but all this is the normal state of affairs at Pine Ridge. As Frazier ponders the history of Indian bars locally and nationwide, or considers the treaty violation that allowed the US government to steal the Black Hills from the Sioux, he also finds resilience in the great-granddaughter of medicine man Black Elk, and hope in the remarkable story of SuAnne Big Crow, a teenage basketball hero who reunited her bitterly divided people by her example, and whose spirit still lives even after her death in a car crash in 1992. Frazier’s remarkably thorough and thoroughly eclectic study of one people in one place at a particular moment in time reveals as much about its author as its subject, and as much about “us” as “them.” (Photos, maps, not seen)

The former national security advisor is still a believer in geopolitics after all these years. Like most foreign-policy aficionados weaned on the Cold War, Brzezinski (Out of Control, 1993) has been forced by the disintegration of the Soviet Union to broaden his perspective—but not very far. He sees the US as the only global superpower, but inability to maintain its hegemony indefinitely means that ``geostrategic skill'' is essential. To what end is not specified beyond the vague shaping of ``a truly cooperative global community'' that is in ``the fundamental interests of humankind,'' but in this genre, goals are commonly assumed rather than examined. In any case, Brzezinski casts Eurasia as the playing field upon which the world's fate is determined and analyzes the possibilities in Europe, the former Soviet Union, the Balkans (interpreted broadly), and the Far East. Like a grandmaster in chess, he plots his strategy several moves in advance, envisioning a three-stage development. Geopolitical pluralism must first be promoted to defuse challenges to America, then compatible international partners must be developed to encourage cooperation under American leadership, and finally the actual sharing of international political responsibility can be considered. The twin poles of this strategy are a united Europe in the West and China in the East; the central regions are more problematic and, for Brzezinski, not as critical in constructing a stable balance of power. This updated version of East-West geopolitics is worth taking seriously but it is also an amazing example of how a perspective can be revised without actually being rethought. (Radio satellite tour)
